[ocaml-infra] Long tern project: merging lists.ocaml.org and lists.ocamlcore.org

Sounds good -- let me check up whether or not the existing ocaml.org is
spam filtered by the University systems.  If so, we don't have to worry
about maintaining another bit of software.
