[ocaml-infra] ocaml-legacy into the ocaml/ github org

Dear all,

David Allsopp has been working on getting many historical versions of OCaml compiling on Windows via an OPAM switch -- all the way back to 3.07 in fact!

If there are no objections, I would like to host https://github.com/metastack/ocaml-legacy under the ocaml/ GitHub organisation to assist with upstreaming the various OPAM compiler switches into mainline OPAM repository soon.
