[ocaml-infra] OUPS mailing list

I have received a few complaints about our use of meetup.com and it
appears that some people would be more confortable with a
"traditional" mailing list. At the moment, I use the caml-list as this
"traditional" mailing list for meetup.com averse people, which has
also a few issues. Hence my interest in lists.ocaml.org.
