[ocaml-infra] ocaml-legacy into the ocaml/ github org

I'd prefer to keep the repository with the more legacy name, in the hope that other operating systems receive contributions eventually for supporting them as well. It's ironic that Windows is getting such comprehensive support for OPAM switching ahead of the more traditionally well supported platforms :-)
