Message: Unify configuration of packages abusing the os variable

Determining the paths of libraries or include files
using the os is broken in several ways:

 - It does not work on OS-X (brew, macports).
 - It ignores secondary packages systems (e.g. pkgsrc).
 - It ignores user installed libraries.
 - It works against GNU Autoconf logic.

This commit eliminates these specifc abuses of the os
variable and uses installation time configuration saved
by the package conf-autoconf to unify the invokation
of ./configure on the various os-es.
