[opam-devel] Leaving 3.12.x support behind

I don't need a feature, but the lattest versions of Core require 4.00. And
one of the API changes affects my package, so to support newer versions of
Core I have to go to 4.00. I'm ok with this, I'm just trying to make sure
it's the right choice.
