[opam-devel] Preparing the path for 1.2

This seems to have gone quite smoothly, the redirect and rewrite (that doesn't change anything at the moment, since no packages are declared as 'opam-version: "1.2"') are now in place. Please notify if you notice anything weird happening !
I'm now tweaking the travis tests to include the rewrite, so that you can submit 1.2 packages and:
- check them on opam 1.2
- check that they still work with earlier opams and the rewrite in place

That'll also ensure a proper 1.1 compat rewrite, and help improve it along the way if needed.
NOTE: this is NOT a green light to start submitting 1.2 packages yet, waiting for Anil and Thomas approval for that (we may wait at least a few days, to ensure the redirect is suitably propagated)
