[ocaml-infra] Redesigning OCaml.org

Thanks Philippe!  To be clear, the current content on those sites is a strawman to work through the design issues, and not representative of the final content (e.g. the 'OCaml Book' will most certainly not just be RWO, but a collection of all the available books, as the current site has).

Feedback on the design would be most useful, as we can do a few iterations with the company that did the HTML/CSS/logo work and make sure we're all happy with the final result.  Personally, I love the new front page.
