[opam-devel] Opam 1.2 release

After a very long time maturing, 1.2.0 should finally be going out !

Say it now if you encoutered any potentially blocking bugs.

So, unless there is any big surprise, expect RC4 at
  https://github.com/ocaml/opam/releases/tag/1.2.0-rc4
to be promoted to 1.2.0 tonight.
